Patch 13.25, the last Teamfight Tactics patch of the year, is now live. The next patch is three weeks away, so understanding this one is crucial. Mortdog said in his patch rundown that the meta from 13.24 was mostly healthy. Because of this, the patch mostly makes small changes to close out the year. Rather than nerf things that are strong, this patch buffs things which were not. There is, however, one big change that might have major implications on the meta. That change, along with one other major change, will be discussed below.
Level 9 Headliner Odds
The biggest change in Teamfight Tactics patch 13.25 is to the headliner odds at level nine. The odds have been 90% for 4-cost headliners and 10% for 5-cost headliners. This gives players a good chance to hit specific 5-cost headliners at level nine. Patch 13.25 changes those numbers to 98% for 4-cost headliners and 2% to 5-cost headliners. Hitting the right 5-cost headliner at level nine now becomes a massive high roll. This forces players to push level 10 to hit specific 5-cost headliners consistently. Players might opt to do exactly this, changing when comps spike. Players might also opt to roll at lower levels for lower cost champions. Either way, this change has the potential to massively shake up the meta.
Blue Buff
Another change worth mentioning is to the Blue Buff item and its radiant counterpart. Both now give attack damage (AD) in addition to ability power (AP) and mana. This allows the items to be used by both AP and AD carries. AD carries having another viable mana item could make some champions stronger. The items are losing some damage amplification on takedown, however. This is a tradeoff for fixing a bug making the items not work correctly. Exactly what impact these changes will have on the meta remains to be seen.

While these are two of the most notable changes, there is more to Teamfight Tactics patch 13.25. Most of the changes are buffs, but there are a few nerfs sprinkled in. There are also some changes to augments. The full patch notes can be found here, and will be summarized below:

- Big Shot base AD increased from 10/15/25% to 10/18/30%.
- Bruiser bonus hit points (HP) increased from 20/45/85% to 20/45/90%.
- EDM base ability effectiveness increased from 80/90/100/120% to 80/100/110/125%.
- EDM frequency timer for Jax decreased from 8 to 7 seconds.
- The EDM frequency timer for Zed decreased from 7 to 6 seconds.
- Mosher base attack speed (AS) increased from 20/30/50% to 20/40/60%.
- Rapidfire bonus AS per stack increased from 6/7/12 to 4/8/14%.
- Spellweaver AP per cast increased from 1/1/2/10 to 1/2/3/10.
- Spellweaver 10 base AP increased from 120 to 200.

- Vi spell mana cost decreased from 80 to 70.
- Vi armor and magic resist (MR) increased from 40 to 45.
- Yasuo HP increased from 600 to 650.
- Yasuo spell AD ratio increased from 290% to 300%.
- Gragas Bookie Hour damage increased from 150/225/350 to 160/240/360.
- Kayle Fires of Ascension on hit damage increased from 30/45/70 to 35/50/75/
- Kayle Fires of Ascension finale damage increased from 190/285/430 to 210/315/475.
- Twitch armor and MR increased from 20 to 25.
- Twitch Bottled Anarchy AD ratio increased from 200% to 225%.
- Poppy Hammer Time AD ratio increased from 240/240/500% to 260/260/525%.
- Zac HP increased from 1000 to 1100.
- Zac spell mana cost decreased from 160 to 130.

- On a Roll limit per turn increased from 2 to 3.
- Bigger Shot explosion AD ratio increased from 65% to 75%.
- Low Interest Rates interest cap increased from 2 to 3.
- Stars are Born gold increased from 1 to 5.
- Too Big to Fail explosion HP ratio increased from 30% to 40%.
- Too Big to Fail time before large boom decreased from 20 to 15 seconds.

- Cutting Corners experience reduction decreased from 4 to 3.

- Inspiring Epitaph shield decreased from 30% to 25%.

- Three’s a Crowd HP per three cost decreased from 85 to 80.
- Stationary Support II and III can no longer roll Needlessly Big Gem.
