Legendary scrip in Fallout 76 can be spent at the Rusty Pick. This can be found directly south from Vault 76 on the map.

When you arrive at The Rusty Pick it will look like a bar with a neon sign like so.

When you get inside you will find a moleman behind the counter that will offer a variety of different randomized packs of legendary items. As well as legendary module and vault steel scrap.
